Gold and Silver Command Rota

As of Monday 20th April a Gold, Silver, Bronze command structure is in place to allow staff to escalate concerns and seek advice and support as required, particularly out of hours. This replaces the previous NHS Shetland senior manager on call arrangements. Other on call rotas (e.g. Public Health, Social Work, Estates) are still in place. Rota for each week is published at the bottom of the page.

Gold, Silver, Bronze Command Structure - how to escalate concerns and seek support

As of Monday 20th April a Gold, Silver, Bronze command structure is in place to allow staff to escalate concerns and seek advice and support as required, particularly out of hours.

This replaces the previous NHS Shetland senior manager on call arrangements. Other on call rotas (e.g. Public Health, Social Work, Estates) are still in place.

At a glance the structure works as:

Bronze: Operational - local unit, service empowered to manage issues and risks as local managers or the person in charge. Able to escalate issues and concerns they are unable to resolve to the Silver level for support.

Silver:     Tactical – oversees the Bronze level, empowered to manage issues and risks that have been escalated by Bronze, supported to make decisions on behalf of their service using their expertise and experience. Silver command should collaborate with silver counterparts to resolve challenges across the whole system. Able to escalate issues and concerns they are unable to resolve to the Gold level for support.

Gold:      Strategic – oversees the Silver level, responsible for strategic management of the Board during their period of duty. Responsible for formulating a strategy for dealing with the incidents/unresolvable issues on behalf of the Board. Able to seek support from any Executive Director to resolve issues and will ensure the Chief Executive (as Accountable Officer) is briefed on emerging strategic risks.

 

Monday – Friday on Call

Normal management lines operate

  • Bronze to only escalate operational issues that require urgent action by Silver out of hours.
  • Silver to only escalation tactical issues that require urgent action by Gold out of hours

Friday to Monday on Call

Friday out of hours to Monday normal business hours

  • Bronze to only escalate operational issues that require urgent action by Silver
  • Silver to only escalation tactical issues that require urgent action by Gold

 

This approach sits out with other on call responsibilities (e.g. Public Health, Social Work) but the two can be aligned if beneficial.

A number of support service on call rotas have been established through the current pandemic, including IM&T, Communications, Redeployment and Personnel. These services should only be called out of hours by Silver or Gold command (the support service rotas will be held at the Gilbert Bain Hospital reception). The Communications team may also be contacted directly by the media.

Out of hours:

IM&T can be contacted at any point (but only by Silver or Gold command)
Communications can be contacted 8am – 8pm every day
Redeployment and Personnel can be contacted Saturday and Sunday 8am – 8pm (again only by Silver or Gold command).
